Jharkhand's Abua Swasthya Suraksha Yojana (MASSY): Coverage, Eligibility and How to Apply

Jharkhand runs its own state health insurance layer in addition to the national Ayushman Bharat PM-JAY scheme. The state's AB-MMJAY delivers PM-JAY's Rs 5 lakh cover to SECC-2011-listed households. Since 2024, the state has added a larger scheme of its own — the Mukhyamantri Abua Swasthya Suraksha Yojana (MASSY) — giving cashless hospitalisation cover of up to Rs 15 lakh per family per year.
This guide covers what MASSY provides, who is eligible, how to apply through the state's bis.jharkhand.gov.in portal, and how it sits alongside the Rs 5 lakh AB-MMJAY/PM-JAY cover many Jharkhand families already have.

What the Abua Swasthya Suraksha Yojana Covers
MASSY is a Jharkhand-only scheme, funded and run by the state, adding to the Rs 5 lakh Ayushman Bharat cover. It gives cashless treatment up to Rs 15 lakh per family per year at empanelled hospitals for secondary and tertiary care, including cancer treatment, cardiac surgery and kidney transplant.
It also covers chronic-care needs — free medicines for and , and at government hospitals — with pre-existing conditions covered from enrolment.
Who Is Eligible
Eligibility for MASSY is tied to Jharkhand's ration card system, not the SECC-2011 list PM-JAY uses. Any Jharkhand-resident family holding a pink, yellow or green ration card (NFSA or state Food Security Act) qualifies — reaching households outside the SECC-2011 criteria used for PM-JAY/AB-MMJAY.
Families that already hold a PM-JAY or AB-MMJAY card are also eligible — the state describes MASSY as additional cover, not a replacement.
- Permanent resident of Jharkhand
- Holder of a pink, yellow or green ration card (NFSA / Jharkhand State Food Security Act)
- No separate income certificate required beyond the ration card
- Existing PM-JAY / AB-MMJAY beneficiaries can also apply
How to Enroll and Apply
MASSY enrolment runs through the state's portal, bis.jharkhand.gov.in: register with a mobile number, verify by OTP, and enter the ration card number to pull up family member details already on record.
Family members are then linked via Aadhaar e-KYC, after which the Abua Swasthya card can be downloaded, or completed at a nearby Common Service Centre (CSC) with the same documents.
- Aadhaar card
- Ration card number
- Registered mobile number
- Family ID (as applicable)
How It Works Alongside PM-JAY and AB-MMJAY
Jharkhand layers multiple levels of cover. PM-JAY gives Rs 5 lakh per family per year to households on the SECC-2011 list, jointly funded by the Centre and the state. AB-MMJAY is the state's delivery of this benefit, merging in two earlier state schemes — Mukhyamantri Swasthya Bima Yojana and Mukhyamantri Gambhir Bimari Upachar Yojana.
MASSY, introduced in 2024, is a further, larger cover of up to Rs 15 lakh reaching a wider ration-card population, adding to any PM-JAY/AB-MMJAY entitlement a family already has. Check both card statuses separately, since the two run on different portals and both work at empanelled hospitals.
