Why the Difference Is So Large
Government schemes pay fixed, pre-negotiated package rates, while private list prices reflect facility tier, implant or technology choice, surgeon fees and room category. A scheme package is also all-inclusive for the standard stay, whereas a private estimate may list items separately.
For eligible beneficiaries, treatment under CGHS, PM-JAY, ESIC or ECHS is largely cashless at empanelled hospitals, so the scheme rate is what the scheme pays the hospital rather than your out-of-pocket cost.
